If its on the hard, try grounding your neutral side to the earth. Otherwise, I'd suspect something afoul between your shore power inlet receptacle(s) and the panel itself, receptacles included. I have a 351 Windsor in my Nautique swinging a 13x13. Wide open throttle is about 4800 RPM's, which is what its rated for. If you are maxing out at 3000, something is wrong. I find the same fault with the information in Pauls link. The jam nut does not releive torque on the threads, it ADDS it in such a way that force is applied to the faces of the threads of BOTH nuts, albeit in opposite directions. This is what makes it work.
