Check timing / advance. I had an issue a few years back where one of my distributors was not advancing properly so the engine just couldn't build up rpms no matter how far I pushed the throttle. Distributor rebuild fixed it.

If shaft was not truly straightened, that could be an issue. Engine / shaft / stuffing box / strut alignment... if your collision pushed any of that out of alignment, could also result in that. Slightly different configuration, but my '79 F32 with Chrysler 360s (250hp) runs 16x16 cupped props.
Cruise speeds I get are around:
- 1500 RPM, 8 knots
- 2500 RPM, 15-15 knots
- 2800-3200 RPM sweet spot, usually 18-22 knots depending on conditions

Are you talking about this piece of the framing, that I think the top bearing (?) it attached to?
I believe in our config the rudder arm is above the top bearing, not below it as shown in this diagram.

Honestly, I am not sure what a 1987 Trojan 50' aft pilot house is. Not sure if Trojan built a 50' in 87, Photos? Condition of both and more info would be needed to give a good answer. Probably Shore Power / AC Shut Off / Generator. My F32 is a '79 and the switch in it actually says those things, not just numbers.

I can't remember if the 'toggles' on those switches are held in position on shafts by a little set screw? If so, see if you can snug the set screw up a bit and see if that feels any better.
