If you get different results depending on upper or lower station, you likely have a cable or throttle lever issue. I believe you should be able to hit 4200 RPM with the 360s (same engines as in my '79 - but don't recommend you run at that RPM for long!). Check cables as has already been said, and an...

I have 360s and not the 318's. At 1500rpm I get about 8 knots, and get about 1.5mpg. "Your mileage may vary".
