Some tachs have a selector on the back for 4, 6, or 8 cyl engines and scale the incoming signal accordingly. If that applies to yours, any chance the selector is not fully seated in the right position?

Looks like it is coming from the windows. make sure the track/u channel is clean and not full of dirt. Could also be coming around the frame Agreed. Yes. You want to use a product that is going to repel the type of fouling you can expect where you are using the boat. Environmental regulations may also limit what you can use (bottom paints used to leach a lot of copper to do the job and eventually got outlawed).

The other thing is - on the bridge do you have the right switches? Should be three position 'off-on-momentary/start'. As long as you have the three position switch it should work fine.
