Go to an automotive supply store and get a carb idle adjusting tool. Looks like a long screwdriver but has a flexible shaft to get you into tight spots and around obstacles. Do you decomission the water system for the winter in your area, would you have removed the water lines at one point? Do you have 2 or 4 water connections on the tank? In my opinion, the crossover should be closed to isolate the engines to thier respective tanks. If you have a genny, it would explain the extra draw from one tank.
