Flexcharge manufactures a 12v autamatic switch, great for anchor light and such. Will handle 10 amps. They also have 12 volt programmable timers. I believe West Marine carries them.

Run the hot water for a while until you're sure there is no air in the system. If the problem persists, the t-stat is most likely at fault. Bob, DB is right about the diaphram pumps. It can sit above the keel, you need only hang a hose to the bottom of the keel, it's self priming and can run dry.
