I know of a upper console from an 80's F-36. It is the bare shell, no controls, wheel or guages.
This is located in eastern WI ( Algoma ) No sure if it is what you are looking for however If you are interested, pm me and I will give you his phone number

My unit is under the back deck, with blowers in the salon and anchor locker ( venting for salon and berth) My assumption is this was a factory install as documentation shows it was ordered with A/C. This is on a 1988

Sounds to me to be more of a tach issue, than an engine issue. If you're doing 27 mph at "3000" rpm, your tach is lying to you.
Are both tachs telling you the same reading? WOT is spec'd to be about 4,000 rpm, with a top speed about what you are getting.

I had a full survey performed on an boat once that was a 9k asking price. Saved me 3 thousand, as they found things the the seller wasn't aware of.
