Like Prowlersfish said, this is a recirculating system. You will have an incoming water feed to the head that goes to the right hand side (looking at it from the front). Just to its left will be a vent fitting that goes out through a through-hull. You may (should) have a shutoff valve for the water ...

Couple of things... both temps - way too high. Running engines at different RPMs - why? If they were actually in synch you have gauge or wiring issues, if they were not in synch and you just chose to run them at different RPMs..... just gonna leave that one alone for now. 21mph for WOT - you are dow...

It's about more than just keeping engine crud out of the forward bilge. The limber holes are there to let water that may accumulate int he bilge flow fore and aft. Not sure about the F25, but a lot of the F boats sit 'bow down', so any water that finds its way in, even if from a rudder post packing ...

What make / model of engine synch do you have? Engine alarms are usually set up to warn based on things like temperature or oil pressure issues, or if an engine quits (again, picks up on zero oil pressure). Perhaps you just have a wiring issue. Hmmmm.. my tabs are mounted on the hull bottom, with hinge tight to and parallel with transom. Maybe it was a model year thing? Added Bennett tabs to my father's 1969 28' Sea Skiff, and do recall cutting and shaping shims for the transom curve to mount the tabs, but need someone to explain how / why...
