Try http://www.carbrebuilders.com/ in Toronto around Lawrence and Caledonia for the carb. I'm sure Crates can do what you need but the usual issue there is the time it takes to get to you. You can try Keswick Marine across the river from them or some of the marinas on the other side of the bay.

Could also be a bad anti-siphon valve also. It's the fitting at the top of the tank that the fuel line attaches to. If you can, remove it temporarily, hook up the fuel line again and run the engine. If you're sure you've bled the system thoroughly, it sounds like you may have a shuttle valve in one of the helms that's sticking.
