Sounsa like reglator or line maybe pluged

The tank should have nothing to do with the dock water pressure. The water pump acts like a check valve so the dock water does not go to the tank. or at least it should. Is the pump working normally?

There is a pressure regulator for shore water that may limit your pressure.

As Larry said it is a cutlass bearing. While it can be replaced with the strut and shaft in place with the right tool. I Prefer to remove the strut when possible. If going to a transducer that is larger thread and nut I plug the hole by epoxy in a piece of wood so center the hole saws bit. Makes it easier

The 12 to 1, I believe refers to the hole Diameter. I also believe 12 to 1 is way overkill for a small hole like this. I would taper the hull a bit and grind some around the edges ( not as deep as your drawings ) fill and glass over. I have done this more than once without issues. Another easier but...
