You could try putting a vacuum hose to the outside of the vent and see if you can clear it out or put a water hose to the vent. With the vacuum you won't be pushing any dirt or what ever into the tank.

Yes, the boat needs to be out of the water for this repair. The exhaust tips should be removed, cleaned up and resealed with
3 M 4200 or similar sealant. Make sure the transom core is dry also.

The intended use is just general cruising. Mostly two to three day trips. The area will be the North East and some trips up the Hudson to the Great Lakes.
