I am am trying to refinish my teak toe rail and the teak cap at the top of the transom area. I have been sanding the teak with synthetic steel wool pads, cleaning with teak cleaner and then oiling with Watco. Last year this brought excellent results. This year however after my prep work and oiling the teak is rough and very dark and splotchy in areas.
Do I need to sand the teak down to bare wood and start over? Any suggestions on refinishing teak and what can be used to fill seams and or small surface scratches and minor cracks?

sand it ALL off. I spent well over 140 hours on mine and it has come back really nice with varnish and penetrol.
