If you do it from the bottom up, you are working against gravity -- much harder to do.

What about cutting sections of the deck fiberglass out, repairing the core and gluing the skin back down? That way you only have small areas of fiberglass to repair. You get to keep much of the non-skid and also keep material costs down.

That was going to be my follow up question. Lol. I was thinking of cutting the top skin approx 4 inches in from wall this way I have something to glass back to.

That sounds like a good plan. The rule of thumb I have always heard is to bevel 12X the thickness of the fiberglass to have a safe joint.
