If you do it from the bottom up, you are working against gravity -- much harder to do.
What about cutting sections of the deck fiberglass out, repairing the core and gluing the skin back down? That way you only have small areas of fiberglass to repair. You get to keep much of the non-skid and also keep material costs down.

That sounds like a good plan. The rule of thumb I have always heard is to bevel 12X the thickness of the fiberglass to have a safe joint. If the fiberglass is 1/4", you should bevel 3" from the cut in each direction. West Systems has a free fiberglass manual you can download at https://www.westsystem.com/wp-content/u ... l-2015.pdf
