does anyone know how to access the fuel sending units in the fuel tanks?
I'm thinking some kind of access hole has to be cut

Yes, you need to drill a hole and add a deck plate (roughly around the boarding steps). If you are dead on, you can make a 3” deck plate work (not a common size), otherwise go bigger.

NO, DO NOT CUT THE TEAK !
Locate the fuel tank sending unit on top of the fuel tank and carefully cut your hole there for the new deckplate.
The cockpit deck is balsa cored - be sure to SEAL THE EDGES of the hole properly
Also, seal the deck plate with bedding compound

correct, the deck itself. The teak boarding step is roughly (very roughly) a point of reference to get you started. Second on sealing the balsa coring, the most important step in this job. Once the hole is drilled, removing and replacing the sender is easy.
