thinking I would like to install a fresh water level gauge
seems like I can just drill a hole in the top of tank and install a sensor
any thoughts or recommendations?

I went with an externally mounted one (sensors stick on the side of the tank) about 5 years ago and it's been great. It's close enough, probably within an 1/8 of a tank accuracy. I was able to reach in (towards the stern) through the bilge/front of the head to mount the sensors (top and bottom) and installed the gauge under the dinette seat.
I can take a pic, I forgot who makes it. I though this would be easier than drilling into the tank.

It's a company called SCAD (scadtech.com). It looks like the model I have has been discontinued but they have replacement. "Tank monitor"

I drilled a hole and installed an access cover in mine a couple years ago for cleaning and inspection purposes. I have considered putting in a level indicator, but haven't done so yet. I will tell you this, if it's one thing Trojan didn't skimp on was the material in building a water tank. I mean look at the pics. That thing was about an inch thick.
