A block off plate is only used between the manifold and riser or after the donut on a closed system. Three hole or one hole can be used on both sides of donut.

A open system has No antifreeze, No Exchanger. Open system uses raw water to cool the block and all exhaust parts

The one hole is to keep the riser full of water. If it had three holes at top of riser the riser would not fill all the way up with water.

Three hole gasket between manifold and riser one hole gasket between riser and elbow.
