Teak Refinishing dark spots and drilling a hole in f'glass

I have some dark lines in my teak trim outside and on my swim platform - not much but just enough to bother me. I have been using UV Poly to protect but I guess that was not enough.

Is is going to be easier to refinish and what is the procedure

OR

Use Cetol even though I dont like the orange tint if that will cover the dark spots.

Also... I have gotten rid of my monstrosity of a steaming / anchor light and am replacing with a simple sailboat masthead bubble light but I need to drill a 1 3/4 " hole in the bridge front to mount this light. Is there any special type of drill bit or hole drill bit that I need to look for or is this something that should be left to a professional? (if you are wondering - We don't use the anchor light - so I dont need one)

I just drill the hole with the appropriate size drill and then wide the top of it with a countersink bit so it doesnt chip. as far as your teak I clean mine with sudsey amonia and have used Interlus teak oil this year and was happy with it. In previous years i used deks ole , so far the interlux has actually held up better surprised the heck out of me
