I dont think there for a ladder, the ladder is on the port side, and is mounted, these are spaced pretty far apart,
I dont have a close up picture,

I'm not sure, but I think they are vents for your fuel tanks.

I wouldn't recommend mounting a Magma grill on that back rail either.

My 69 31' Trojan had 2 - 60 gal. tanks. They sat behind the engines & in front of the rear hatch. I had 2 aluminum deck plates that opened to get to the fuel shut off valves. The gas deck fills and vents were on the sides. I see in the picture that yours are on the stern.

Aren't those the optional, dual transom cigarette lighters?

i just looked at your pic of the ''sockets'' on your transom.... i have a total of 4 that look the same on my '76 f-32... 2 port/2 starboard.... they are indeed fuel tank vents.

I have 2-50 gal tanks on my 1972 F30. They have been replace so not sure if they are the same capacity of the original but they are close.
