Water in Keel

I have a 79 Tri-Cabin which I restored a few years ago. Last winter after a freeze and thaw cycle, I noticed an ice run extending from the ground to a spot on the left side of the keel. After thaw, I drilled it out. Water drained from the keel. I patched it and I was good for the summer. Problem: The boat had a closed keel. Somehow, water leaks into the hollow keel. The outside looks good. It must be coming from the bilge. Again, I can't find it. Any ideas of how I should handle this short of drilling and replacing fiberglass every year at layup?
My thoughts: 1. Install a drain plug in the keel. 2. Install a drain plug in the bilge above the keel (I could open then raw out the water at the end of the season).
