We're almost 99% positive that the manifold or riser is bad. We filled the assembly up with water while it was still in the boat with water with the plugs out. It will run if you keep the rpms up. When the motor is running it's running pretty rough. It vibrates pretty good and feels like it's beating itself up. I took off the valve covers to verify that the valve were opening and events were happening at the right time. Everything was good there. Chain slack was measured at less than 10 degrees.
