Can a survey be done on a boat that wont run in dry dock? What can I expect to pay?

Ok, so the clean machine location and condition are a little much. I learned the original deck was covered by formica, which scares me a little as to what lies beneath. Looks like 8 foot 6 inches above water. Add 26" and maybe 18 for the trailer. Does just over 12.5 feet sound right?

I agree with the year after looking all over. The inside is all redone, new appliances and coverings. The removed the stock head and put in a porta potty (boo). Engines have 4 hours on them, one transmission is new. Bottom is covered and needs scraped/cleaned. Electrical was all re-done, new panel. ...
