F32 Rudder support beam replacement

I'm in need of pics of the rudder support beams. I have my old pics for reference. I'm replacing the old ones but I'm trying to figure out why there were blocks bolted to the side of the stringers for them to sit on?
Why not just go across the stringers?

Advise and thoughts would be greatly appreciated !

You need to put it back the same way so safety collars roll pin will fit into same hole. Rudder port is the lower bearing. The top of the rudder should be 1/8 “ or less before the end of the rudder port.

Thanks for the compliment. Stringers and bulkheads are replaced. Now working on rudder system. And also will be having the fuel tanks reconditioned. As for the original water tank it also is getting reconditioned.
