That was the way I found the core in my deck. Even though the core was totally saturated, it was still stuck to both the deck and lower layer of fiberglass.

Where there were soft spots in the deck, I found that was where the core had rotted and was no longer suporting the deck. Around the rotted areas the core was wet, but still solid.

You will want to remove the wet core if you live where the deck can freeze. The expantion when it freezes can crack the deck and allow more water to enter the core.
