Just about any fire department can verify their status. You can remove it and take it in. They can also recharge it if needed. That's what I did and was very easy. They would have come to the boat if i wanted.
There are also private companies that will come to the boat if you like or you can take it to them also.

It is of the family of refrigerants. It is the best fire extinguisher. Historically 3 parts to fire. Fuel, heat and oxygen. Quite awhile back the determined #4 chemical interaction and halon is very good at shutting down that. I am told so good it is on airforce one.
But I think has been banned.

Combines with the hydrogen in the air. No hydrogen to combine with oxygen, no fire. Pretty sure it was to be phased out by Y2K. Don't think it's illegal to have, may be in some durisdictions though, just not the easiest thing to find anymore, and probably not available in most places. There are alternatives now though.

It is recommended that you weigh them each year. There should be a specified weight on the extinguisher. You should have it done by a certified shop and the tag signed off. The halon is not illegal, just not replaceable if it discharges. It has been replaced in new extinguishers by a couple of more friendly chemicals.

Fire Extinguisher
Look up Fire Extinguisher Service in any phone book and you will find a company that services all kinds of systems. If they don't handle Halon systems they will know someone who does. You can have a Halon system in use but you can not get it recharged once used. You will need to switch to another type of gas to run the system. Halon 1301 is now being replaced by HFC-227 (heptafluoropropane) which does not contain the chlorine or bromine gas that Halon did which supposedly destroys the ozone layer?
We can make Ozone so why don't we just make some and go plug the damn hole and move on.
