Mooring Whips

I will be docking my 10 meter on the outside of a dock in a canal. Being only about 4 houses from the river, the water does have a bit of chop and wind comes through. The dock is about 30 feet long with 3 pilings on the outside spaced about 20 feet and 10 feet apart. The water height is about 2 feet below the dock. Tide change is minimal as it is on an inshore river.

What are your suggestions for tying up to only one side? Will some fenders be sufficient? Should I consider using mooring whips?

I would not trust fenders full time by themselves. I would be inclined to use whips with a fender board set up just in case.
