I don't think there is a license requirement for Hamilton anymore... I got my harbour license back in the '70s, then the policing all changed from the Harbour Commission to the Hamilton and Halton Police forces, and I think the requirement was dropped. (otherrwise I have been a baaaaaaad boy for the past 30 years!)

The Toronto license, as I understood, required you to demonstrate your ability to handle your own boat. Maybe it has changed, but it used to be like an 'in car' drivers test - you show up with your own boat and have to demonstrate proficiency in boat handling, docking, undocking, other low speed manouvers etc... as well as proving your general boating knowledge. Here, they still indicate that a 'written and practical test' is required, but don't say what the practical consists of.

Might not be an issue for you as I doubt the vast majority of people have their license, but I don't know if the cops ever go boat to boat in the Toronto Harbour based marinas asking all locals for proof...
