YES THAT IS CORRECT.
IF YOU THINK THE WATER IS COMING FROM THE RUDDERS YOU COULD TRY TIGHTENING UP THE BOLTS ON BOTTOM. THEY SCREW INTO A BACKING PLATE. IT SHOULD BE EASY TO TELL IF WATER IS COMING IN FROM RUDDER BOLTS SINCE THAT AREA SHOULD BE ALWAYS DRY WHEN BOAT IS NOT UNDERWAY.

IF THERE IS WATER AROUND THE RUDDER POSTS THEN REMOVE ALL THE WATER AND INSPECT THE BOLTS FOR WATER SEEPAGE. IF YOU FIND SEEPAGE OF WATER THEN TRY TIGHTENING THE BOLTS. IF THIS DOES NOT STOP SEEPAGE THEN WE WOULD SUGGEST REPLACING THE NYLON BLOCKS.
