You want to use a Dual-Action Sander - commonly called a "DA Sander". Using a simple rotary sander (like a buffer) will ruin things quickly.
You can buy a good one, or get a cheap Chinese version at Harbor Freight for $30 and toss it int he trash when you're done.
3X on the god mask - spend the money - very bad stuff to breath.

Ross, Harbor Frieght was just what I was looking at for a disposable sander. I know they clog up with dust and burn up, rebuilt enough of them. Paul, yes I can borrow vacuum style from the marina, but is always a waiting list and they don't require there use so I will be getting a cheap one. Don't have a large area to sand just places where paint had chipped or was removed on powerwashing. Thanks guys for all the info.

Better than sanding : Put the boat in the water, GO BOATING & wear the paint off. Then stop painting the bottom every year, the buildup won't be bad because you're going to see some bare hull before you repaint.
