I didn't see anyone suggesting that you check the raw water supply. Did you check the raw water strainer and the seacock? I had an air conditioner problem and found that the elbow in the seacock was just about completely blocked. I had to take the seacock apart to find the blockage.

Wes...... I checked all of that when I first had the problem out on the bay. Strainer was clean and I opened the valve and plenty of water rushed into the bilge.
