F32 engine trouble

1977 F32 with twin LM360 engines
Problem: on wide open throttle both engines only go up to 3000 rpm and boat max speed is 17 knots.
Emptied both 60 gallon tanks filled with new gas
Replaced both fuel filters
Blew out both gas lines
Bottom of boat is clean
When wot both carbs all barrels are open, took off flame arrestor during run to check.
Checked and lubed mechanical advances on distributors.
Ballast resistors, replace one to try no help, not sure right one cannot find a dual at .5 ohm and 5ohm.
Pickup coil tested at 284 ohm resistance according to old manual I have supposed to be 350 to 550 ohm, not sure they both would fail at same time.
Ecm tested with multi tester per manual
They start right up and run fine up to the 3000 rpm, when I wot them they stay at 3000 rpm
Any suggestions please help

Sorry for the simple question... have you ever gone above that and if so, what is your maximum RPM achieved and speed?

Anything changed since then?

I have the same problem on my Stbd engine. They are also 360s.

^Valid question right there.

First thing I would consider is a dirty bottom or running gear. Beyond that, hedging that your mechanics are in good running order, then the issue lies with your running gear. Over-tight stuffing boxes, bad cutlass bearings, or over propped.

Another ting to consider is maybe your WOT is 3,000 RPMs. So you need to get it to open more, or you're not getting the fuel in there; dirty carbs or under jetted.

Try antisiphon valves. That fixed mine. :lol:
