Rudder Groaning

Today, when I turned my wheel, with the boat on the trailer, the rudder groaned as though it was dry or something. It has been out of the water three weeks, but never made a noise before after or during a prolonged sit in the trailer. Is it just dry and will it quiet down once it has been submerged a bit??

When the boat is on the trailer, steering is accomplished with the towing vehicle's steering wheel...not the boats....unless you are going really, really fast.

Water lubes the rudder shaft , but you also can have some build up of salt or corrosion between the shaft and the stuffing box
