I would start with a 3000-4000 psi pressure washer with a 0 degree oscillating tip first , , if more cut is needed u can get a attachment for sand or even better glass beads, always do a small test spot first, light scratching is OK in fact it helps tooth the barrier coat but chipping is bad
It worked well on my boat with a soft ablative . but my friends boat had a hard paint and it did not do as good, he ended up sanding it down with DA sander with 60 grit barrier coat and 2 coats of paint,

choice of paint equally important.
Match the paint to the water and consider if the boat comes out of the water.

I paint the bottom with ablative and use propspeed on the props, shafts and rudders . if I did not use prop speed I would paint the running gear .

We use soft ablative paint on the bottom and Future acrylic wax on the props and shafts. Tried it last year after an old timer told us about it seemed to work pretty good. Also put Cayenne pepper in the bottom paint.

if you use a sand blaster to blast the bottom, use baking powder on it, it will take the bottom paint off and leave the gel coat looking like it was sanded with 80 grit.

Whatever you do...make certain you get the type you can apply while the boat is still in the water.

I used to paint all the underwater running gear until I discovered Lowes tarps. Propspeed looks impressive by the claims, but man it looks like a pain to install, and costs as much as my spring haul-out.
