I talk to the guy that used to own my boat number of years ago. He stated with that 16x18 LH prop, He was getting 4500 rpm`s so he said one time that he only got 3100 like I am getting now. He said it was carburetor issue so I will be looking into getting a new carburetor soon.
BTW he said he missed the boat dearly was it for sale? I said NO NO NO NO

Let us know how you make out. At 4500rpm it'll be a rocket that's for sure. Good luck

If you have a 1 to 1 ratio there is no way you could turn a 16x18 prop . Also if you could turn a 16x18 you could break a shaft thats a lot of prop for a 1" shaft
First get a photo or lazer tach and check you engine tach to see if its right .
Second use the the photo/lazer tach to check the shaft rpm vs the engine rpm .
Untill you know what you have you just going to throw money away and never have it running right . untill you know every thing is a guess
I know your gear is suposed to be a p31 1 to 1 but someone may have chaged the gears in side
