I have an opened shore ground indication on the panel polarity analysis while shore power is plugged into No.1 plug. Plug in No.2 Shore power chord that is dedicated to the Air Conditioner and blow the 30 amp GFI that is located in the sub-panel just before the ramp to the dock. Sub-panel is grounded with metal rebar driven into the ground and clamp wired to the ramp and all other pivoting connections on the dock. Both power chords have good continuity. The No.2 plug on the boat to the breaker panel had continuity. Acutual panel switch for AC checks good. All switches on the control panel for the AC (Fan, Temp) are all to the left or off.
Should I be looking before the dock ramp or after for the opened SHORE ground indication???

where is this sub panel fed from? is the neutral bus bonded to ground using the bonding screw in this panel? i believe code has the bond at the main, and not at the sub panel. if it is bonded which would give you a good ground it should be a continuity issue but you said you checked this.
