port hole

I have the typical oval port holes on my mid cabin. When I got the boat almost all of the threaded locking mechanisms (3 per window and jI ust forgot what they're called) were siezed up. I got them all freed except the middle one on one window.
It almost feels like it's crossthreaded but I assume that's not even possible. I can turn it with a pair of pliers but it's really tight. The first 1/4" will turn by hand but them it gets tight. I did the same thing on this one (cleaned, soaked PB Blaster) as I did on the other eleven but can't it to work. I would live with it but because it's the middle one, it leaks like crazy in 2-3' seas.
Is there anyway to remove the internal mechanism? I tried unscrewing all the way out hoping the knurled knob would come out but no go. The whole thing is part of the SS frame which would mean replacing the whole thing.
Any ideas? I'll shoot an email to Bob as well.
