What the heck with this HVAC

I bought my 10.8M Express last year, and I am currently installing new flooring in the salon. I wanted to put the flooring on the stairs, but discovered that the HVAC unit is behind them. There is absolutely no access without completely tearing out the stairs. Is this something that Trojan did with other models? So now I will probably have to carpet the stairs so if I do need to access the HVAC, I can tear out the stairs without destroying my floor. As I continue to go through this boat, there are things that really impress me (electrical being one) and other things that make me scratch my head (lack of access to some areas that need maintenance) and wonder what the hell Trojan was thinking.
So, if anyone else has dealt with this issue, have you modified your HVAC access and how?

My HVAC eqipment is under the mid cabin bench (pump) and in the forward cabin (condenser) On my boat I am continually impressed at the access they have provided.
Can you get into the back of the steps via a locker? A lot of my lockers have removable panels to provide access to something.

The pump is in an accessible locker in the midcabin, however, the condenser is behind the stairs and not accessible. The most you can do is pull off a vent on the stair riser and replace the filter, which by the way was a cheap mesh material. Not even sure how I would get to the discharge thru hull.
