Bilge question

Where should my low point at dock be? I would have thought that the front bilge pump (located under the v-berth) would be my low point, but it seems to be under the inspection plate at the bottom of the steps (not counting the hollow keel space). While at dock my pump at the front is dry and I have a few inches under the inspection plate. I thought about adding a 3rd bilge pump under this floor on a manual switch, but not sure if the effort is worth it right now. It does seem to collect a lot of water though.

A 3rd bilge pump is always worth it.

Anytime you can get water out of your boat it is a good thing. Water doesn't do anything good to the inside of a boat.

With the low cost of small bilge pumps, it will certainly be worth it.
