No gas coming out of carburetor main jets

I have a 1987 Trojan 10 Meter with twin 454's, model 350. I took the carb and manifold off to replace a few bent pushrods and when I put it all back together it fired up and ran for a few minutes then died out. I wasn't getting any spark and found the ignition module was fried. I replaced that after returning from a 2 week vacation then tried to start it again. Now I find that there is no gas coming out of the jets in the carb. I replaced the electric fuel pump with a spare I had on hand but still no gas from the jets when I crank it and move the throttle back and forth. There is gas getting to the carb and the float bowls are full. I pulled off the carb and sprayed carb cleaner into the jets and then filled up the bowl and tilted it back and it poured out of the jets. I let it dry out then put it back on and still no gas coming out of the jets. How can this be? The bowls are full with gas and there's good pressure.
Do I just need to rebuild the carb? The 3 sets of numbers are SAEJ1223 9022 1265.
