Just purchased 1988 12 meter and changed the engine oil this passed weekend, service manual states 16 qts oil. Only could get in 12.5 qts per engine, and only removed 12.5 qts. Dipsticks are the org and are handed marked as per service doc.
Any ideas?

sounds about right
The manual is saying how much oil the engine holds in entirety. So, there's still about 3 1/2 quarts up there in all the nooks and crannies in the engine in addition to the 12 1/2 that fell into the pan. The manual says that so the mechanic who starts it the first time (and has to slowly work in into the engine) knows what should lube it AND fill the pan.
So, I think that sounds about right.
