Noticed my sink drain was leaking and when I went to pull the hose off the thru-hull the plastic fitting came out with the hose.

What's the proper way to reattach this?

Get yourself a new through hull fitting and replace. Use adhesive caulk or 4200.

So the piece that is still on the outside of the hull is part of the threaded body? I'm assuming it gets inserted from the outside and then the nut is threaded on from the inside? Apply adhesive to both the inside and the outside surfaces?

You really only have to seal it on the outside, clean all surfaces real good and install. There is multiple choices for thru hulls Bronze, stainless, plastic, nylon and some others I can not think of right now. Bronze and stainless I would say are the best but also the most expensive and not necessary above the water line but they sure look good :)

If the hull happens to be cored where it goes thu then it should be calked on both sides .
