1990 40' Trojan International 12 meter Convertible

I am looking at a 12 meter Convertible with 671TI 450's.
My questions are as follows.
1. This boat has 1820 hours is that too many to consider this boat?
2. This boat has been under cover since new.
3. Engines have documented oil changes every 100 hours. I thought the standard was more often. Anyone know?
4. They are asking $65,900 for this NADA says 45k for low retail and 58 for high. Where would you offer on this boat?
5. We really like the boat my wife is concerned about the ladder to the bridge when we are underway. My thought is we will be using this boat on the Potomac river mostly as a weekend family boat. It can get rough but by rough I mean 5 foot tops. Not much more than that on a bad day. So for this boat if I am correct it is not going to bother it. Is this fair? How is transversing the ladder to the bridge while underway? is it scetchy or not bad?
6. Anything on this boat that you know I should definately check.
7. IF you woudl never consider this boat can you explain why and give any advice you can.
8. How accessible are the engine compartments for doing work. Today I can barely get my foot into the engine room. My Mechanic hates me when I call. My goal is to call him less and get in and do the work myself. I am pretty handy.
9. Can a decent sized Swim platform be added or would it dig in too much when trying to get on plane?
I currently have a 34 foot Rinker Fiesta Vee. We want more boat, Diesel, A separate space for 2 small children (4 and 6), And just more room to relax on the boat when at anchor/transient slip. We rarely go to the boat and sit at our marina unless there is a Marina event.
