Long story short, my water system was cut over to raw water feeding both the washdown and the sinks and toilet. Now that I am in salt water, I want to go back to using the on board tank to feed the sinks and toilet and keep the saltwater washdown....

Ill need to install a new pump for the sinks and toilet. I am look for a recommended flow rate. I think the current pump is 5GPH and its pretty strong for a sink. I'm thinking of going with 3-4GPH.

A 2.5 - 3 gal/minute should be fine for the number of faucets you have. If you're wiring a new circuit, ensure that the size of wire will handle the load for the length of the circuit from the power source to the pump and back or at least back to the closest ground that will handle the load.
