Something is clogged and not permitting rainwater to drain from the hull liner into the bilge and out the garboard drain. Where are the drain holes hiding? Water is collecting under the sole and a little in the engine room under the generator.

On the 10 meter with an engine room liner there are three bilge collection areas and three bilge pumps.
Aft at the transom, engine room and forward in the salon
the engine room is basically isolated
the forward and aft bilge areas connect below the liner, at the keel
This water can run under the liner at the engine room, but the water will not "mix" .... it won't drain in to or out of the ER.
at rest, floating in the water the forward bilge becomes the lowest point on the boat
On a regular basis I dump liquid DAWN in the ER bilge and the FWD bilge. While underway this helps keep things clean
I am on a lift, with the fwd raised so all the non ER water drains to the aft bilge pump
once a year I remove the transom drain plug and spray hose water from the fwd bilge aft - adding some DAWN as I go, thus eliminating anything that may accumulate bacteria in the bilge, as well as any debris that could cause a clog.
There should be a small 3/16 or so sized hole factory drilled in the liner at the bottom of the lazarette
