I had similar issue, after much diagnosis we determined the y valve wasn't allowing the vacuum to be created. We found a cut-off at the overboard discharge outlet and closed it.

Find that leak and it should work. Patience is key. I made many trips to the pumpout station before we found it.

Fine print says it's not a survey, although the seller portrays it as such which is un-settling. It's an appraisal with a ton of assumptions, including that EVERYTHING mechanical works. Nothing was tested.
