Thru Hull
Is it above or below the water line?
It really doesn't matter but it does depend on what type of through hull you are talking about. If it is an above water line drain for sink or air conditioner discharge then you basically just loosen the nut from the through hull and remove it and then you can push out the trough hull or if the adhesive is tough to break loose then you can put a block with a piece of threaded rod with a big washer and nut and then put that through the through-hull and put another block and washer on the outside of the hull with some blocks on either side of the thru-hull that are thicker than the part that protrudes off the outside face of the hull and then put a block across those two blocks with the threaded rod, washer, and nut and then tighten from the outside and pull the through-hull out by tightening the nut on the outside.
This method will work for simple mushroom type through hulls above and below the water line. If they used 5200 adhesive then it might take a stepped through hull wrench to remove it by torquing on the through-hull from the outside while someone puts a wrench on the nut on the inside.
If you are talking about a seacock then those are usually bolted through the hull from the bottomside up into the inside or at worst they are bolted from the inside into a backer block. Once you remove the nuts then you can push the bolts out and remove the seacock from the inside and then push the mushroom or scoop strainer out after the seacock is removed from the inside. This has to be done out of the water or you will sink.

SEacock
Typically the mushroom or scoop strainers are not bolted through the seacock. What is done is the seacock is usually bolted from the outside of the hull up through the backer plate and through the flange of the seacock and then there are nuts and lock washer are tightened down against the flange of the seacock. Then the scoop strainer or mushroom is screwed into the seacock from below and there may be a couple of screws that are screwed into the hull from underneath to keep the scoop strainer from rotating from the proper placement location which is with the openings in the strainer facing towards the bow. The mushroom has no screw holes in it and just screws into the seacock. I have seen a couple of strainers that have a removable cover that you can unbolt from underneath to clean them out and remove debris. What you have there is a flange on the scoop strainer that is the same size as the strainer and it has female threads in about four or five places where the strainer can be bolted to the bronze flange.
