It is in fact part of USCGA insp. unless that has changed in the last few months. I do not known if the CG will check it when boarding , but both state and local law inforcement have the right to board and insp.
But why not be within the law anyway.

My 36 came with a sealand it has a 9 gallon tank in the base of the toilet. if its just the two of you it s enough for two to three days you can buy a new one for 300 the install is easy just bolt the unit in hiik up the lines and your done seals really good no odors

I think you can hook up the sealand and some other 'poti-poty" type to a pump out hose and fitting .
for what is worth all boats made as of jan 1 1977 had to have a treatment system or holding tank installed when built so if you trojan was a 1977 model it yhad a tanik when built . this info came out of my trojan book

My 1990 F32 came with a similar setup- not the Monomatic, but still what was essentially a permanently installed portapotty. We did not like this setup- holding tank too small, smells when you're flushing, etc., but it certainly is the simplest way to go.
We replaced that unit with a Raritan Atlantes, and added a holding tank from Ronco Plastics. We use a bubbler system that Jabsco or somebody makes that eliminates anaerobic bacteria and the accompanying smell from the holding tank. Very pleased with the results.

sealand toilet
by the way the sealand is fresh water flush and has discharge to pumpout built in its not a prtapotty type toilet at all before going to the trouble of putting in a separate holding tank you should take a look at this unit it was the original unit on the f 36 and f 32 s after the monomatics were discintinued
