Steering problrm

I have a 1980 tri cabin the steering has way too many turns lock to lock.The system does not leak and it does work.The head unit is a wagner any answers about the wagner would be good.Everything is loose so it is not binding up about 16 turns lock to lock. Thanka John

Sounds like its low on fluid or has air in the system
