Hand Rail issue

I recently purchased a 1983 10 meter express. I am happy with the boat so far but it needs some work. A hand rail above the starboard exhaust port is loose. So far, I have not figured out a way to tighten it. Any help would be appreciated. Thanks

with a wrench and possibly a screwdriver.....it is kinda a PIA from what
