Down here in South Eastern Florida it is very common to spray boats in the water. About half of the 100 to 200 ft boats are painted in dock sheds. The smaller boats are tented in the water. The EPA drive around from yard to yard monitoring these guys and the fines are high so the painters make sure that nothing goes into the water or the air. In fact Broward county just made it illegal to tent a boat on land and paint, stating that you need a fixed shed with filtered blowers running.
I don't know where the OP had his painted but when mine was painted they had floating docks that formed around the hull and it was sealed to the hull and enclosed. . The good yards will not just stand there on a float and spray.
I think it is just a matter of space, down here we don't have the acres of boat storage that you guys have up north.
