Fly Bridge ladder steps

Well here we go with the search for advise. The 10,8m which i just purchased has wooden inserts in the flybridge ladder steps. i am trying to take them out and refinish,but after undoing them from beneath i have tried to force them up and they only seem to raise 3/8'' to 1/2''. Not surehow they were inserted in the first place It is like they have a stop or abarb type wedge to them Any ideas?? I do not want to destroy them so may have to finish in place

if there anything like the f26 flybridge ladder I believe when I rebuilt new woods for mine I had to dry fit them all together and run the bolts through at the same time, meaning I wasnt able to remove / replace each step I had to disassemble the ladder to get them off.
